FAA Fines Unruly Airline Passengers $1.5 Million in 2026

The U.S. Federal Aviation Administration has fined unruly airline passengers a total of $1.5 million through August, as authorities continue to enforce tougher penalties for disruptive behavior on commercial flights.

The FAA recorded 1,163 unruly passenger reports during the first eight months of 2026, launched 89 investigations and initiated 72 enforcement actions. Individual fines can reach $43,658 per incident, and a single case can result in multiple penalties.

The figures follow renewed attention to disruptive passenger behavior after an American Airlines flight was diverted to Baltimore earlier this month following an incident involving a first-class passenger. Reports suggested the potential penalties in that case could exceed $40,000.

Despite the continuing incidents, passenger misconduct remains well below the levels recorded during the pandemic. The FAA reported 2,096 unruly passenger incidents in 2024 and 1,621 in 2025, compared with 5,973 incidents in 2021.

The agency says the rate of unruly incidents has fallen by more than 80% from the record levels seen in early 2021, although recent increases indicate that disruptive behavior remains a concern.

FAA rules allow authorities to impose fines and other consequences on passengers who interfere with crew members or engage in disruptive or violent behavior. Travelers can also face restrictions involving TSA PreCheck or airline-specific no-fly lists.

For the broader hospitality industry, the issue matters because disruptive behavior during the air journey can affect the entire travel experience. Flight diversions, delays and incidents can disrupt hotel arrival times and create operational challenges for properties handling affected passengers.

The FAA’s enforcement figures also reinforce a broader travel-industry focus on passenger conduct. With individual penalties reaching tens of thousands of dollars, travelers face significant financial consequences for behavior that threatens crew members or other passengers.
